The Agency of Digital Services (ADS) is currently seeking an experienced IT professional to support the The Vermont Department of Labor (VDOL) in their engagement of modernization efforts to replace legacy software applications systems with newer applications and technology. A software co-development and implementation project is underway to replace the existing unemployment insurance benefits and tax system. Plans are active for modernizing additional critical systems within the VDOL IT landscape.
The current environment consists primarily of COBOL solutions on Main Frame technology. This Systems Developer will drive the software development efforts of modernization, provide leadership to the development team and be responsible for providing technical design and development guidance/direction and leadership to the Vermont iUS developers (both State Employees and Contractors).
Specific responsibilities of this IT Systems Developer role include:
- Serving as technical liaison to the software developers
- Establishing and implementing technical standards
- Directing the design and development of the all environments
- Assigning work and managing resources
- Facilitating Scrum Meetings
- Coordinating release testing/implementation with the Infrastructure/Dev Ops team.
- Performing analysis, design, implementation, testing and maintenance of Vermont software applications across the VDOL applications that fulfill the business requirem
- Communicating ideas, obstacles, work completed and work remaining so that progress is transparent.
- Setting software development standards, manage team workload, set goals for performance standards, determine training needs, make recommendations for resource planning. Providing performance feedback to Supervisor
- Working with ADS Enterprise Architecture group to understand server requirements. Makes server planning recommendtaions.
- Applying proven programming techniques that improve efficiency and maintainability of code. Employing proven communication, analytical, and problem-solving skills to make good programming decisions.
- Proactively working toward keeping up with technology and development best practices. Read and understands requirements documentation. Ask questions for clarification.
- Producing useful, readable, and complete documentation including user manuals, implementation guides and other technical documents.
- Collaborating with coworkers to increase software coding, pattern, and architecture knowledgebase. Share expertise and lessons learned.

Bachelor's degree in computer science AND three (3) or more years of experience in computer or network support, programming or analysis, or database administration.
Associate's degree in computer science or college-level coursework that includes 15 computer science credits AND five (5) or more years of experience in computer or network support, programming or analysis, or database administration.
Eight (8) or more years of experience in computer or network support, programming or analysis, or database administration.
Experience serving as a Team Lead on IT projects
Experience using SQL, C#, and/or .Net
